The Paraguay international could rejoin Cruz Azul in Mexico but he is more likely to be heading to Spain as he wants to land a deal which pays him something close to the £40,000 a week he is said to be paid at the Stadium of Light.
After an impressive summer at the World Cup for Paraguay, there should be no shortage of takers.
His agent Oscar Sosa said:"Cruz Azul are interested, but Sunderland are having talks with one of the big teams in Spain.
"Paulo is currently getting paid £2m a year.
